[Rivet] Rivet bug in LEP Jet Resolutions Y12 ?

Hi Frank,

I think the same bug as in the Y1, Y2, ... may also be present in the 
jet rates, see, e.g.,:

It turns up sharply close to zero, which I think parallels the effect we 
were discussing in the Y distributions. It also makes the 1-jet rates 
look very strange,

Everybody off by more than a factor 2? I don't think so ... :)

So in principle this would be really nice to fix in the next Rivet 
distribution as well.

On the good side, the Y1, Y2, etc, now really do look like they should 
(except for Herwig, which, however, seems to have a problem with 
generating too much hard radiation also in other distributions)
