[Rivet] ATLAS_2016_I1426695: MinBias with tracks @ 8 TeV

Hi guys,

I cleaned this up a bit to use some of the new features.

I double checked for consistency with your vanilla implementation
and added your measurement to rivet.

It will be available as standard validated analysis in the next release
2.5.2
at some point next week.
