[Rivet] Rivet 2.2.0beta1 and YODA 1.2.0

Hi all,

For BOOST and the MCnet school we needed new versions of Rivet and YODA,
which I've been working on in the last week. I just finished the YODA
updates and have tested as well as I can on my laptop and lxplus (via
the Rivet bootstrap script).

There are some YODA Cython build errors on the Jenkins build server
which need to be worked out but they don't affect the tarball build: to
be sorted out asap. For now at least I have updated YODA to permit +-inf
fills, although NaNs will still throw an exception. Counter and
Scatter1D are now written, mapped to Python, and work in YODA and FLAT
persistency. This is a full release version, 1.2.0.

The Rivet release is only a beta, 2.2.0beta1, because I don't want to
merge with the Cuts system on the default branch without David G around.
We will aim to do this merge, test, and release in early September. This
version includes various bugfixes, etc., improvement of the Jet and
FastJets APIs for neater interoperability with FastJet, built-in ghost
association b,c,tau-tagging, Holger's new TauFinder projection, a new
PromptFinalState projection, and several new analyses from ATLAS and CMS.

Tarballs are on the websites for download now. The Rivet bootstrap
scripts have *not* been updated to use these versions, and won't be
until the full 2.2.0 release. You can always run the 2.1.2 bootstrap
(which I have updated to use newer, less problematic versions of Boost
and Cython) with env variables set to use these new tarballs, though.
