[Rivet] SetBinLabel

Hi Sercan, Andy,

Maybe I misunderstand the question, but I think bin labels are already
possible with the XCustomMajorTicks etc. options documented in
http://rivet.hepforge.org/make-plots.html .
Two examples would be
http://rivet.hepforge.org/trac/browser/trunk/data/plotinfo/ATLAS_2011_I944826.plot
http://rivet.hepforge.org/trac/browser/trunk/data/plotinfo/STAR_2006_S6860818.plot
