[Rivet] new plug-in for ATLAS sigma inel

Dear all,

I attach a new Rivet routine (and plot) for ATLAS inelastic cross-section measurement  -- ATLAS_2011_I894867, http://inspirehep.net/search?p=find+eprint+1104.0326.

We have similar measurement from CMS and its routine is ready as well. (CMS_2012_I1193338, http://inspirehep.net/search?p=find+eprint+1210.6718) . It will be sent to you by CMS, however, here is the final plot http://ssen.web.cern.ch/ssen/CMS_2012_I1193338/CMS_2012_I1193338/d01-x01-y01.pdf

Please let me know if you find anything missing/wrong with it.
