Hi Andy,

My most common use is to run with a locally compiled plugin and some of 
the default ones, which means I need to set ANALYSIS_PATH using that 
rivet-config construction.

This is exactly my argument for the standard fallthrough. :-)

I agree. It was there just for completeness. I should have mentioned 
that, sorry!

In the end I can live with the current state, but I'm not convinced that 
you have a really good reason for deviating from the first-match-wins 
behaviour that other tools have.
