[Rivet] RivetGun make problem

The RivetGun Herwig interface will only work against the forthcoming
version of Herwig, since we needed to make some changes to both how the
build process works (using the new herwig-config) and provide a method
for telling a ThePEG config repository which directory it should
consider as current, so that nested "read" commands will work.

Until the Herwig interface is finished and not at "alpha" status (as it
says in the configure help message), building against it isn't
recommended: it probably won't work for you, which is why it's disabled
by default!
