The flippant answer is that (IMO) SL is a terrible Linux distribution for anything other than HEP batch farms :) Anyway, flippancy aside, I thought SL4 did come with SVN installed as standard. And you shouldn't need to have httpd installed to use the svn client - most users won't need or want a web server on their desktop - so if the svn package depends on the httpd package then the SL package deps are very broken. svn does, however, require the Apache runtime library, which might be named something like httpd-common on SL.
