  Revert "use only 1L Mt-Matching for the 2L tower"

This reverts commit 7663528f419de528f5e38ca2ccae01a293ec4b2d.

If we perform an Mt-matching at the 1L level only, we get large
residual 2L-logs (from the iteration).  If we perform the Mt-matching
at 2L level, only 3L-logs remain.
