  Always calculate DR-bar masses in semi-analytic low-scale constraint

because, although the soft masses are not available in the initial
guess, in general it is necessary to have calculated mixing matrices
such as the Z - Z' mixing in the E6SSM to correctly apply the
tree-level low-scale constraint
